University Of Belize Move to Belmopan Task Force

§ Terms of Reference   § Components of the Plan
§ Membership   § Working Methodology
§ Standing Committees

Terms of Referencee

In 1998, the Government of Belize announced its policy of establishing the national University of Belize with its central campus in Belmopan. An Interim Board of Trustees was subsequently appointed as the governing authority of UB. The Interim Board of Trustees accepted the Government of Belize policy and has directed that UB administration, faculty and staff headed by the President to implement the policy.

The overall goal of the Task Force is to  produce a comprehensive, integrated and practical plan to guide the move of five faculties, viz., Arts & Science, Business, Education, Engineering & Technology and Nursing & Health Sciences & Social Work to the central campus in Belmopan when the facilities at the Central Campus are completed. The physical move is now targeted for June, 2003.

The Task Force will aim for minimal disruption at the Belize City campus. A careful analysis will be made as to those programs that can continue to operate in Belize City on a self-sustainable basis and would not deny access to higher education to students from the Belize district and nearby environs. New programs will be directed to Belmopan.

The move is to be effected in an orderly, systematic, efficient, and cost effective manner, taking into consideration the human and social dimension of the undertaking. Formal notice of the move has been given to all UB faculty and staff as a condition of UB employment but it should be reiterated that the full time faculty and staff are urged to participate in the planning of the move so that within available resources, the institution can address those hardships associated with the move.

  Objectives :

1.     To plan the move of human resources to Belmopan in a manner sensitive to the challenges that are bound to be associated with the move to full time faculty and staff and their families.

2.                  To plan for the move of students to Belmopan in a manner sensitive to the challenges that are bound to be associated with the move in terms of transportation, housing and related needs.

3.                  To move the full time and part time programs currently being offered at the Belize City campus to the Belmopan campus with minimal disruption in terms of the quality of content and delivery.

Working Methodology

Members of the Task Force who are also full time UB employees will volunteer to Chair subcommittees to be appointed around one or more of the 18 (or so) planning areas identified above. There should be student representation in each of the sub-committees. Each and every member of the university community, particularly those in Belize City and Belmopan will be invited to become members of a sub-committee. Where necessary, a sub-committee may coopt persons in areas in which the University community does not have expertise. Members of the Task Force who are not employees of the University are invited to join one or more committees according to their area of expertise.

The Chair of each subcommittee is responsible for developing the plan for the particular planning area (s) assigned to it. UB?s secretarial pool will assist with this effort (using word, font 12, Times New Roman) as they produce dated drafts of a subcommittee?s report.

Chairs of subcommittees report to the Task Force that will meet on an average of once per month at the Faculty of Business in Belize City. The meeting will last approximately half day (9:00 a.m. to 12 noon).

Each subcommittee will in the first instance come up with a list of questions they need answers for in order to carry on the planning of their area (s). The subcommittee suggests who can best provide answers for their questions. Questions that require the collection of data need to be as specific as possible. Each subcommittee will indicate the resources (if any) that they need to successfully complete their task.
